General Questions About the Changes
The fare policy and service adjustments are designed to maintain core service while allowing the agency to operate, even with continually increasing costs.
Fares & Payment FAQs
Without additional funding through a new state or local tax, a new fare policy is necessary to keep YCT operating at current capacity.
YCT will begin charging a fare for service starting September 1, 2026.
YCT is offering a variety of fare options including single ride fares as well as discounted daily, monthly, and even annual passes to ensure that our frequent riders can continue to utilize our services with minimal issues.
*NOTE – To see monthly and capped annual fares, visit the Reintroducing Fares page to view the fare pricing table.

Service Changes FAQs
The cost of fuel, labor, insurance, purchasing buses and even basic materials and service expenses have doubled over the last few years and costs continue to climb. Federal, state, and local revenue has remained flat or declined. Without a dedicated local source of funding to provide matching for grant dollars, changes are necessary to keep YCT operating and protect the essential services we provide to the community long-term.
With the adjustments made to local fixed-route bus service, our riders will see more efficient service through improved travel times and more direct trips while also expanding access to schools, neighborhoods, and shopping centers. In addition to the revamped local routes, a new demand response service is being introduced to improve community travel choices. For example, we are:
- Implementing a new flexible route called GoLocal in Newberg. This service will operate four days a week and is open to everyone. Riders can opt to ride the per-determined route or may schedule a deviation to be picked up or dropped off in one of the four deviation zones.
In addition to implementing this new service, we will be making minor changes to other programs like:
- Newberg’s existing demand response service is being renamed GoWell and will continue providing dial-a-ride type service for adults aged 60 or older and people with disabilities.
Yes, all routes are impacted. Even if the local route you use is not receiving a route adjustment, all local routes will still see timing adjustments for better alignment with our other services.
For now you may use the interactive map to see how all of the fixed routes are changing, but overall you should continue to use the trip planning tools on our website or reach out to our dispatch team for assistance with planning a trip.
Other than receiving a new name, Access Link will continue to operate within 3/4 mile of local fixed routes in McMinnville.
Access Link is ADA Paratransit, and even though it has been renamed, Access Link will continue to provide the same service our community members rely on.
If you’d like to learn how YCT determines basis for eligibility or would like to fill out an application use the link below, or use our Trip Planner to find the best way to reach your destination with our revamped local services.
You do not have to apply for services, but you must meet the minimum criteria to be eligible to use the GoWell service. The basis for eligibility is adults aged 60 or older and people with disabilities. This service is not open to the general public.
You do not have to qualify for this service, the GoLocal flex route is can be used by everyone.
New schedules are currently being developed and will be announced prior to implementation on September 1, 2026.
